The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, October 28, 2014 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360. Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners, Joshua Bows, Frank Drollett and John Moran. The Conservation Planner, Richard Vacca and the secretary Michelle Turner, were also present
David Foster was absent.

7:00 PM Christopher R. and Christine A Wilkinson, 26 Warren Avenue, Parcel ID 033-000-008-000. A Notice of Intent to re-construct and enlarge a coastal stone revetment, including fill and vegetation, on a Coastal Bank.
Mark Flaherty, PE, Flaherty & Stefani, Inc. represented the applicant.
Mark explained the site and the location of the smaller secondary cottage home that sits at the edge of the bank. He further noted that erosion was occurring at the top of the coastal bank in the northern corner, which was the concern of the property owner.
Mr. Flaherty noted that he had recently met with the northerly neighbor which resulted in the revised submitted. The new plan shows a full 30 ft. distance from the new wall construction to the northern abutter’s property line. The height of the wall was changed from elevation 21 to elevation 12 (1 ft. above the flood elevation of 11 for added protection) and soft measures (plantings) will be added above the stone.
It was noted that the southern wall (O’Shea) was at elevation 8. The slope itself is 1:1
Frank Drollett visited the site and thought the bank appeared stabile with vegetation and questioned why a hard structure was needed. He asked the engineer where the erosion might be coming from. Wave action from the harbor was a factor, per Mark Flaherty.
Beach nourishment will be added.
Public comment:
James and Yuni O’Shea, 28 Warren Avenue, supported the project, asked about the tie in into his wall. Mr. Flaherty said it would be a tapering affect and access to the beach will be a temporary access from the top of the bank.
Barbara Kaplan, 5 Cobb’s Hollow, concern still with the hard structure and would like to see even more softer solutions. Concern that if her neighbor builds a stone wall, she will also be forced to because of erosion. Commission explained that their policy has been if a seawall construction was not tying into another wall, starting construction 30 feet from the property line was sufficient to keep any erosion caused by the wall to stay on that of the Wilkinson’s property.
Carol Krensky Houston, 5 Cobb’s Hollow. Questioned the wetlands regs that require them to file for this work. She also showed a photo taken summer of 2014 showing that stretch of shoreline and her opinion was that the shore would be compromised with an added stone structure.
Laura Foley, 6 Cobb’s Hollow. Asked about the runoff from the street and how that might affect the bank.
Discussion ensued over the runoff and Mark said that essentially the dwelling provided a dam from any runoff coming from the street.
Gerre Hooker motioned to approve the project with conditions. Frank Drollett opposed the project. Approved by a majority.

7:20 PM Alexis A. Dayton, 110 Gunning Point Road, Parcel ID 123-000-000J-044. A Notice of Intent for the re-construction of a retaining wall, including steps, fill and vegetation, within an Inland Bank and Bordering Vegetated Wetland of Big Sandy Pond.
Randy Parker of Land Management Systems, Inc. represented the applicant. Mr. Parker noted that the Commission recently issued a repair permit (no filing was required) for the retaining wall, but upon more thorough inspection, the homeowner thought it best for a complete reconstruction rather than repair. Dry-set block will be used. Stairs will also be repaired
